Mass voting with different IPs?

Hi, I am trying to get good rankings on a site that requires for people to click my link and enter the captcha to complete a vote. My question is, what would the best way to approach this with mass voting? I was thinking about using the proxyswitch firefox plugin with a list of proxies, but unfortunately I can't try it now since I'm on a school computer. Is there any programs to very quickly shift through a long list of proxies?

Also, if I was to hire someone to do 1000 captchas on diffrent IPs, how much do you think it would cost>?

Thanks
