I didn't use black SEO to promote Cloakfish, but google keeps visiting my page.
It's 3 times now I think, hosts like "ff-in-f83.google.com" check in.
Using Netscape 6.0; WinXP and 1024x768 resolution (doesn't look like a bot)

Anyone a clue what that means ?

I had that same host visit my site after i modified my add in Google Adwords. Perhaps it is a manual link checking that google does. The IP was on my site for less then 10 seconds

You are right about the amount of time, it was just one visit on one page.
But I don't have adsense/adwords registered for that domain or any google stuff on it.

Have also seen that. For sure no manual review. On the other hand they could be really mean and use the same IP for bot and manual reviews and compare - sometimes, certainly - the results.

What do you think is better when cloaking? Also treat those IPs as search engines?

Oh, yes, forgot that. The fantomaster guys told me that it occurs frequently that the user-agent is faked. Which IP is the domain assigned? I checked yours, but it could not be resolved.
