The German authorities are trying to enforce a mandatory broadcasting license for running Youtube/Twitch Channels. Such a license costs between 1.000 and 10.000 and is linked to strict controls, what you are allowed to say and what not to say.

At they moment they are trying to bring a case to court involving PietSmiet a GamingChannel with 2,1 Million Subs, argumenting that Youtube/Twitch and TV are basically the same thing. Many other Youtubers received letters explaining them, they have to go through a licencing process.

This is a tough call, not only on the monetary side, but those commisions have board members from political parties, churches as well as private and non-govermental organizations (women rights, lgbt) organisations with ridiculous claims. Such as you are not allowed to use the name Pamela Anderson as it portrays women as objects.
