Is there any law against making facebook apps and websites to harvest data on people and putting it into a Large Database,so you can help find people for PI work.

Nothing wrong so far, in the business world this is called the Marketing Department and they advertise to us.

I'll let someone else respond to this part.

There are countries that you need to have a license to keep peoples private data.
In my country(Israel) you need that license if you have 100k+ people's privat data, but i dont think that matters because also Facebook doesn't have that licence:)
    so...DONT WORRY:)

I own investigation agency and I think it would be quite nice if you do it:)

You just have to disclose the information you are going to keep about someone and how you will
use that information. Just make sure you protect yourself within the fine print and you should be fine OP.

It doesn't really work like that. You query the open graph and store the data one user at a time as they allow your app.
