I've got about 400 words of really good content and i want to make a splash with it using twitter and linked in for now but i dont have many followers or influence on Linkedin.

I'll use the text as a page or post on my site and also get it condensed and turned into an infographic.

Is it worth spending any money on some grey/black hat stuff?
What legit methods could i employ (promoted tweet?)

    Any thoughts gratefully received.

if you dont have alot of social influence your best bet would be ads. Or if its really good pay someone else with alot of followers to tweet it.

Have you ever paid someone to promote a tweet? If so who/where how did it go?

    Thanks.

Yea bit of promo from bigger accounts would help you, or paid advertising as said above. But really the truth is that you might struggle a little because you dont have many followers yourself.
Just do your best with this content but don't spend too much, instead I would be focusing on growing your own followers which will benefit you in the future.
Also really I know its said all the time, but focus on quality rather than quantity - think about your ideal target market and try to find those people on social channels even if it means manual work, its well worth it.
