I have noticed that one of the sites got a spam score of 11% when checked on https://moz.com/. It was only 1%, but now it is changed.
1- How can I fix it?
2- Does Google consider it when ranking the pages?

NO...
 
multiple tools show different stats sometimes better you do your consistent work to the sites
 
You can fix it adding all necessary pages and social media links.
Google don't care about spam schore but it do care if you have above or not.
 
Moz is outdated
It won't stop your sites from ranking in the SERP

Google does not consider spam score if its under 15%, even gets higher there are other metrics Google would consider first.
 
spam score is not a factor of ranking it is just a metrice of musure created by moz, and 11% is not bad it is considered low

In my experience, new websites usually have a spam score of 10-30% even if they are purely white-hat. That's because a few of their metrics match with some 'bad' or penalized domains in MOZ's database. This could be low DA, a high number of shitty backlinks (due to scrapers), etc.

So in your case, 11% is totally normal and you can proceed with your site without any doubts!
