I was looking at a bunch of keywords in the keyword planner and they had low cost, $0.10 per click. There's no one else advertising them so the cost looked real. So i set up a campaign for them and the min budget for each keyword was like $1.5, that's 15 times more.

    What's the deal with this?

CPC depends on your QS as well.Higher QS lower CPC but sometimes you can end up paying more if the competition is high. And QS depends on ad relevance, landing page and CTR.

it's not that easy, spend some time reading about PPC, Campaign Optimization, Landing pages and most importantly Quality Score before you actually set the campaign live.
