    Hi,

I have some hardware / software development tasks that I want to outsource. Can you recommend me countries other than India and China that have a low cost level but good educated people with a sense for quality ? I read in an other post here that Tunisia could be good for this. Are there any websites to find people looking for such outsourcing tasks ?

    Thanks !

Maybe I should be more precise, one problem I had in the past was that people do need too many explanations. So many that I could do the tasks basically by myself.
So technical and verbal comprehension would be important as well as a certain attitude to deliver a good work. I have the experience with China and India that people are not understanding the technical points quickly if it is no standard task.

I second that. I've worked with freelancers from quite a few different countries (both Asian and European) and Philippines is by far the best option when it comes to cost vs. quality. You will find cheaper places (India, China, etc.) but the main problem with most freelancers from there is their poor language abilities, which leads to misunderstanding tasks and that in turn results in poor performance / lots of mistakes being made. Most Filipinos, on the other hand, speak perfect English and you will find a lot of educated people willing to work full time for $300-$400/pcm.

This is a problem that you'll face everywhere. It's important to a) document your procedures as good as you can to allow very little room for misinterpretation/error; b) test your potential workers thoroughly before hiring to make sure that the knowledge/experience that they claim to have corresponds to the reality.

If you want to avoid a communication problem, maybe try the Philippines. They have the highest English Fluency rate as well as one of the highest literacy rates in Asia. There is a number of Filipinos on oDesk. I don't know about other sites like elance, et al

Thank you for your valuable input. It is correct that a good documentation is important. However, on an engineering level some things are simply considered as given/state of art. And this is often time the gap between expectations and final result.

    This.
Don't go for China/India, they are cheaper but it is harder to communicate with them.
If I were you I would try to balance 3 things: quality, price and communication

I'd go for the Philippines, however India/China are good options as well if you can find someone with good communication skills in English. Would probably be easiest to find someone that fits the quality, price and communication in the Philippines though, from my experience.
