I don't know one, but if you want my oppinion:
Look at this corner: there is your lottery idea.
Now back off AND RUN away from this idea

You might be able to create a decent lottery site but the market is so extremely competitive, you'll waste a lot of your time trying to get a rank in google.

I tried it and I really failed
