Looking for wordpress template coder

Hello,

I need a custom template for a wordpress site. The site should look like a link list, something like this site

For every link category i need a separate page. For example "Link category 1"
appear in the first page but also have a separate page where are links only from that category with description:

This should be done easy using wordpress link categories.

Also the first (left column) should be "static" and easy to modify.

You can use as design above site, i only need to code it for using with wordpress. You may use any plugins you want.
