Looking for SEO company to manage 10 sites

I am looking for a expert company to handle SEO on sight as well as off sight, if things work well i will give them another 10 sites total of 20 and so on i have over 60 sites, all sites rank in the top 50 looking for company to squeeze them to the top 10, willing to pay on a weekly basis, must be honest and give me reports every week, open to any ideas that you think will get me ranking well, we are looking for white hat, but willing to try some gray hat and black hat on other sites, company must be dedicated to me and available on a daily basis, also they must have a US phone and speak english well. And if tycoon is managing 100 sites for SEO, then that tells me that he isnt spending much time on them SEO wise. I dont see anyone putting in time for SEO on 100 sites a day.
