Are you trying to emulate another country, or is your stealth account going to be from the same country you belong to?

If same country, better buy a sim card (yeah, use a new one) and use your 4g internet to make and use the account. That is the cheapest and most hassle free way depending on your country (in my country, a sim costs around $2 and internet is cheap too).
 
Go to 24vc.com and buy a fresh dedicated ip (mention in the comment that you want to use it for PayPal). I am using their service for 2 years without any problem.
 
I personally use iplease proxy server to manage my 3 years old PayPal account. I only had issue with the account once, and it was late last year December when a stranger attempted to access the account, probably to take away my money. Consequent upon that, PayPal asked me to provide some documents to verify my identity.

Since then and till now, have never had any issue again with the account. Although I receive small amounts of fund into it, but the account is really assisting me in fulfilling my online orders.
