I want someone to create a script that is going to run on a linux vps. Here are the steps it should do

    1. uTorrent is auto downloading
    2. Check to see if there are mkv or mp4 files
    3. Convert the mkv or mp4 to avi with subtitles hardcoded using mencoder or any video converter program
    4. Upload the converted video to zshare.net
    5. Post the data onto my wordpress site
    6. Delete file & converted file
    7. Repeat step 2-6

Please tell me how much this would cost?

That is some app. Just out of interest how much are you looking to spend. I am sure if you managed to get this created that you could package it up and sell it. Maybe even make a profit from it.

on linux you have ktorrent which is pretty good, however you want it on a VPS, and by definition linux servers don't run an X instance, due to performance overkill, so you would pretty much have t oroll an application to seed torrents from the ground up, I'm pretty sure that there are some libs that handle the entire torrent-related functionality, but still a lot of work. You are looking at a sizable programming cost.
