I'm looking for a webhost that's able to handle a file upload & sharing website, and is able to handle a lot of MySQL connections per minute.
I was thinking of either a VPS or a Cloud host located in East US.

I'd like to know what kind of specs these requirements would need and what your recommendations would be.

My budget is around $20 per month.

You must work for them, they're almost as bad as godaddy...
Hostgator gets my vote - 3years and all problems delt with very fast.

    How manys a lot?

Seconded. 1 and 1 easily fits into the "top 3 worst hosting providers ever" list.

Just get a VPS/dedi (depending on how much performance you actually need) from one of the large, reputable providers, such as HG or BlueHost.

HG and BlueHost's VPS servers are quite expensive. HostTheName seems interesting although I can hardly find any reviews of them on other websites.
