My friends have been working with Pidpal ads recently (for Sweepstakes), but you always can try some "established" networks like Outbid, Flow, Serflink, etc.
 
Should go with direct adv instead of networks, you won't get shaved and got better mids, EPCs will gradually improve based on your traffic
 
Is it possible to run ads for loan offers on facebook and google? Is that allowed or does the account get banned?
 
For Sweeps, you can consider direct Offers from advertiser, Idk about others networks/advs but clients working with us get customized dynamic landers

I'm not sure that I can really help you, but try my advice gorgona-partners.com, they have cool offers, but see if everything is ok
