BassTrackerBoat is spot on ! leith has been doing my campaigns for months now and it is working wonders.. but first u need to understand whitehat/blackhat scenario.. when you build a link essentially you are breaking some rules so no such thing as full white hat. i have used leith for several months and result so far is steady but if you want quick ranking then look at somethin like speed rank or spam rank
Probably the worst piece of advice I have ever heard. The OP has a local UK website that's established and 9 years old, its his money site, why on earth would you advice that if he needs quick rankings to use speed rank or spam rank....................its not a churn and burn!!
OP my advice is to be very careful on who you pick to do any SEO. I would hazard a guess that the keywords your hoping to push up will not take a huge campaign and could probably be done with just a few authority links, there's 3 or 4 providers selling these links on here, pm me if you want any advice.

As far as I can tell from having read an aweful lot recently about quality of links, and having analised my backlinks, I think it may be the lack of quality of them that is letting me down. I've been gathering up some quite high PR links from the same directories as some of my competitors over the last few months, but it may be the more 'difficult to get' links that I am missing. Again I must stress though, it may be that it's just that I don't know what I'm doing, or my website isn't as good as it should be etc..

Since you are a local business, you need to concentrate on qualifying for the local algorithm first. For a local business links are not as necessary as a normal site, and can get you penalized faster.
Get all the quality citations for your business as you can. Set up a review portal so you can gather reviews. Do some content marketing to bring in those longtails you mentioned. Get your google + page for business optimized, and create the usual social accounts.
For your links, get only quality links that are directly related to your business or location. Put out a real press release a couple times a month. If you rank a local site with links instead of the local algo, it is subject to any link spam updates that Gopogle passes along. Links are not the way to rank a long term white hat business site.
You need to build a foundation for future rankings by nailing down the fundamentals and seeing where you stand, then start link building.
Since you are doing PPC, you already have a list of converting keywords. Start creating content to target those keywords so you will rank organically for them.
Above all, remember that this is a local business site, ignore ALL that IM SEO involving spamming links and such. You need to build a few quality links and tier 2's, not a bunch of crappy ones, and this after the basics like citations and reviews is done.
This is a LOCAL business, anyone you decide to use will have to understand "local SEO" to do you justice.
Thanks for that Techxan. My business is aimed at the whole of the UK as customers do have the opportunity to buy online, and I do deliver anywhere in the UK.
And thank you for your advice, there are a number of things you have pointed out that I'm not doing very much of at the moment.
I do have a G+ page but haven't done any promotion of it, and just post there very occasionally.

Send you a message, will probably make a thread in the future for business owners, how not to get scammed by seo agencies, because in my experience 80%+ don't get roi, especially from 'big name' seo agencies.
I look forward to that thread LeanLow as I'm in complete agreement, the possibilities of getting scammed by an SEO agency are extremely high. As mentioned before you will not need a long campaign on this instead a well thought out plan that is safe and long lasting for your site. The last hing you need are hundreds of links thrown at the site which in turn will have to be removed on the next Penguin update!
The short version would be to throw your domain in semrush it shows your rankings for keywords, the value and volume of each keyword. Check the organic traffic by month and it will show how much you would pay to G adwords to get those costumers, thus getting the monthly value of your website. And you can compare what you pay for seo and what value you get, also it would be good to know what value you were getting before you ordered seo services and substract from the total equation. But usually regular sites without any seo get about 0-15 visitors daily, so that's that.

Well there are many SEO agencies outside but Before hiring a SEO company, it would be better to consider the below factors:-
1) SEO knowledge
2) Market Presence/Status
3) Experience in SEO
4) Cost of Service
5) Check the details of the Clients
6) Strategies they will used

There are many services but you will have to be careful by knowing what link types you end up paying for. If you do some reading and you understand the kind of links you would want, it becomes easier to identify the right vendor for the same.
