The Marketplace is a good place to get proxies here, just find ones that are Socks5. Seller posts there usually have the information you need to give you a rough idea of what you're getting. You can also post on the Want to Buy section if you haven't already.

Never tried them for creating own proxy, so I know nothing about them. If you want to create your won proxy then try Proxywave.io, Proxysmart.org, or Socseeds.com, they all offer solutions to create your own proxy.
