Looking for a penalty-undo SEO person

Looking for an expert that can really analyze my website & tell me why it has not been able to break to the top (pretty much links have been devalued) & it's been several months where the website as if it is in permanent sandbox mode. Below is the most accurate description of what seems to be happening with the site, something called "Unnatural Links" penalty:

Or it is a algorithmic penalty?

What was the site traffic, crawling status before the google hits?

Is your site has healthy score with Technical issues?

There is no thin content, duplicate contents, scrapped content, keyword stuffing, doorway pages

Is the site free from unnatural links, spammy links, links farming, pbn, sneaky redirect etc

How Good UX signal, Site structure is?

What about crawlability?
