so i'm trying to rank a wedding services website for a location keyword that returns 7,150,000 broad search results and 140,000 exact search results

    #1 for that keyword is a website with PA/DA < 35 and ~ 600 IBL's with 15 linking root domains and a PR of 4

can someone guide me to a pure white hat SEO strategy that might help me outrank this dude :)

go for the long tail, don't waste your efforts trying to outrank a well established site for a big money vanity KW, in local search the long tail is key, why waste your efforts on a hugely competitive KW like "city" when you can number 1 rank for parts of the city and post codes in the city by simply creating pages about them.

this is a project I started 2 weeks ago, for a local search in london, whilst 95% of my competition are scrapping over the big money vanity london KW, I just went for the smaller areas within london, = more traffic, = faster results, = no competition

Do extensive analysis of all the local search results on page 1, and to the greatest extent possible , emulate what they do.

You found a local keyword with 140,000 exact? Are you sure? What market are you in?

I think the best practice for this website is to use the white hat method of SEO by doing linkbuilding on niche related keywords, submitting articles, web 2.0, directory submission etc. Surely you will get your desired target by following the Google friendly rules.
