Is it normal for Google to gradually rank a site by city, even if some lower-difficulty cities aren't ranking while a higher-difficulty one is?
 
Absolutely agree. Relevance is the backbone of white-hat SEO, both on-page and off-page. Google’s getting better at understanding context, so forcing keywords or building links from unrelated sites just doesn’t hold up anymore. Quality, niche-relevant content and backlinks are what move the needle long-term. Anyone else noticing better results lately by going ultra-specific with topical clusters?

2 months is still early. Make sure each city page has unique content, local signals, and backlinks. Rankings usually spread over time.
