Local SEO rankings stuck on Page 2 and 3

So I've got a local seo site.

2 years old.

I built some quality guest post links (3 links with an average TF of 30)
I got citations that I needed. Most of them are indexed.

I am using PBNs now, super relevant as well to push the rankings up. (Avg TF of 20+. Clean perfect PBNs).

About 8 of them at the moment.

My issue is the rankings go up to 20 and then drop back to 24 and keeps fluctuating.

Is google making it harder to rank for local SEO?

Should I just keep going with the PBNs until I break through?

Anyone feel like they are stuck on Page 2 or Page 3 and are just bouncing around?
 
Yeah we got 6 Google Reviews, a FB page and a twitter page. Yeah annoying dude! BIG TIME! Thanks for your reply :)
 
Also can you guys recommend a software that helps in getting more 'diverse' links? Thanks!
 
Citation consistency is key, make sure there are no incorrect listings for the business.

Then check the first pages of the SERPs backlinks, try to find a seed list of the "most common for all sites" and then see how many of those you have links on.

Do you rank for any of the long tail keywords? If not then you probably need those keywords / pages on your site to be more inclusive of the topic.
