Local Lead Gen for same niche in suburbs of a major city

    A) Do you guys think that I should make one site for the my lead gen site & create sub-pages that are simply the different cities?

    B) Or do you think I should create a completely different site for each suburb?

    For example -

    In Scenario A (From above) there would be one site nichelocation.com with different pages like nichelocation.com/suburb1, nichelocation.com/suburb2, etc.

    In Scenario B(From above) there would be multiple sites nichesuburb.com.

    My goal is to outrank the other sites for organic listings & build something that will last for the long-term. My concern is that Scenario A will look a little spammy & will dinged down the road.

    I'm sure that it will be better to use one site:
    1) with pages for suburb if you don't planed to create a lot of articles for this suburb. I mean:
    nichelocation.com/suburb1
    nichelocation.com/suburb1/article1
    nichelocation.com/suburb1/article2
    nichelocation.com/suburb1/article3
    ...
    If you planed to create not only one page about every suburb, I think for you will be useful sub domains:

    suburb1.nichelocation.com
    suburb2.nichelocation.com
    suburb2.nichelocation.com/article1
    suburb2.nichelocation.com/catalog/article1

    This structure give you more opportunities for developing you site
