So during these times wife is trying to help out with $$ so shes been doing that scentsy stuff selling like smelly stuff to her friends and such. They gave her a portal to sell through. It is generic for all people. IS there a way to work on her raising her position in SEO maybe by using a new url and redirect to this or setup another portal with some products ? Im so many years out of SEO i have no idea what works anymore. I would be targeting our major city as first keyword with product names or terms. Sure could use some advice on how to attack it.

What do you mean by they a "portal"? Is that some sort of a profile on 3-rd party site, where her shop is hosted?
If that's the case you can treat the pages there like a parasites. Optimize the pages you have control over, for your KWs and build links to those page. Theoretically this way you can try to rank in the local organic SERPs (e.g. "X type of soap in City"). Of course, there are bunch of factors you have to consider, before making a guess whether you could successfully compete in those SERPs or not.
You can try promoting the products via YT video. Make some sort of "informational"/"review" type of video, and optimize it to compete for the local KWs you are after. You can easily market that video on social/forums and other suitable places. Again, bunch of factors here too, but that's just a top overview.
