Is LinkWheeling effective on new domains or will Goggle see it as suspicious and ignore/penalize it? Some say it is best to wait 12 months before doing anything like that?

I don't believe you have to wait 12 months. I started a site in September for a product that will be popular at Christmas time. It was a high competition word and I did a linkwheel on it. It shot up to the second page by October and this week is on the first page and gets me sales every day.

No you do not have to wait 12 months. The whole purpose of a link wheel is to jump start your site's rankings and give authority to your site.

You do this by feeding off the authority of sites that Google loves which in turns gives your site some authority in Google's eyes.

I start doing SEO immediately on any new domain regardless of the sandbox.

    It gives you a jump start . . .

Link wheels are always a great idea, just break the links in a few places and you're good. Don't leave an obvious backlink trail and build that link network! :D
