Linkwheel question

I want to know what is the exact purpose of the Linkwheel :
1) Is it getting quality backlinks to rank higher
2) Is it getting traffic from the different parts of the " linkwheel "

Kuz am planning to use rewrited articles and they may be humanly unreadable.

I just checked revit's site, he seems to have just posted a tutorial on this.
