Can someone explain why the homepage and every single page on that domain has a different PR?

Why would one want to build backlinks to a inner page (such as a blog post) then the homepage?

    1. Google gives PR per document so index.html is a doc and something.html is another doc , that's why you see different PR to different inner pages .
    2. For example i have a homepage where my keywords density are not good for one specific keyword , then i would create a different page where i optimize that inner page (title , description , keyword density) for a specific keyword . Also i will create an offsite SEO campaign where i will use specific anchor text for my keyword . This should help me rank much better then with a homepage.

Also there are a lot of advantages to use inner pages when you do linkbuilding . This will help a lot the homepage also if you have a good link structure.

    Hope this was helpful .

its makes your site more reliable because people are voting or linking to other pages of your site and they find it useful.

If you put link to your homepage in your inner pages, the homepage will also benefit.
    It's like
    Homepage's PR = a1*inner1 + a2*inner2.....

    Where a1, a2, .... are some coefficients, like 0.02, 0.03....

^ Yes, but you must design proper internal linking to harness PR flow in efficient way.
