linking question

Say we have 1000 links to site A
Then we get same 1000 links to site B
Does it make sense to make a 301 or a link from B to A?
Will the link juice flow or same links are not taken into consideration?

In my opinion, get one link per domain. I originally posted this 4 years ago, and it's still true.
