I have taken a new site and I am trying to rank it with combination type of links. I have an OK budget to spend on this.
    bestplumbersandiego [.] com

There are so far 185 indexed links.
    plan of action:

Social book marks sent to important sub pages pages
    g+ share bought from fiver
buy 2 homepage link package ~$35 per package of 20 links Pr 2-4
high pr blog posts with low obl ~$100
some retweets and facebook shares at random

    Am I missing anything?

Could you guys suggest if I am on the right path?

You forgot local search optimization. Judy's List... other service review sites... Create a controversial Press Release about how studies predict more frequent rainstorms because of global warming in the area and talk about what this website is doing to help people prepare... Out of all the options I think the Press Release will do the most in terms of organic rankings, but Judy's List and Google Local will deliver the most visitors.

    Thanks for your suggestion.
The problem with G+ local is the address and how we can only create it for one location.

    Any suggestion?

Are you the business owner, or are you getting paid to do the SEO?

Content is king. Context is queen. Spend the money on quality blog posts/articles, then you can do some effective link building without spending any more money. Create a Google Authorship and link it to the site. Fill out all local citations possible. Focus on including long tail keywords related to the localized business in your articles, add some rich media and you'll be set.
