Use google.de when harvesting, and use german keywords.

If you want to build link for German websites, I have one idea regarding this.

1. Write article in English and put your anchor text in German, it really help you to boost your ranking in Google.de, I am doing for my lot of clients, All are my happy customers.

2. Other than article we don't have any kind of issue..
