Link wheel in tier 2

i was thiking a way to power up tier 1 through a tier 2 link wheel. Would this be viable.?
Each site on tier 2 linking each other and pointing to a random web 2.0 tier 1. Then blast the shit out in tier 2 with xrumers blasts+scrapebox

i was thinking using some web 2.0/aa article in tier 2.
