it has always been quality over quantity but I think the gap between the two approaches has widened massively this year. I ran a test on two similar pages in the same niche. one got 30 links from random directories and web 2.0 platforms. the other got 3 contextual links from real niche sites with actual traffic. the page with 3 links outranked the one with 30 within about 5 weeks.
the problem with quantity plays is not just that they are less effective. Google is also getting way better at ignoring or even penalizing unnatural link patterns. I have seen sites get hit by manual actions this year for link schemes that would have worked fine in 2022. the algorithm is smarter now and trying to game it with volume is a losing bet.
that said there is still a minimum threshold. you cannot rank a brand new site with zero links no matter how good your content is. you need at least a handful of solid placements to get the ball rolling. after that it is all about relevance and authority of the linking page.
