Link all tier2 sites to all tier1 sites, risky?

    Hi there,
    First of all I want to thank everyone here for all the work and contribution you made here.
    I have learned so much.

    Here is my question.

    I have used link pyramid and I have gotten good results.
    I used tools to create pyramids.
    However, I am now doing SEO on a Japanese site (I speak Japanese) and I cannot use tools.
    There aren't good equivalents to good English tools in Japanese.
    (They don't even have article sites so cannot do article marketing either.)

    Anyway, this time I'm trying to make a pyramid on my own (not using tools).
    So I have one main/money site for my niche, and I made 7 tier 1 sites using aged domains (PR 1-3).
    I made them looked like real sites in the same niche, and I'm trying to do SEO on these sites too (with similar, but different keywords).

    I made high quality 20 web 2.0s. They all look like real sites with photos etc.

    Anyway, I'm wondering if it is too risky to link to all the 7 tier 1 sites from all the tier 2 sites?
    If I do so all the tiier 1 sites would have the same backlink profile (20 web 2.0 sites).
    With "natural" links it is possible for 7 websites to have incoming links from same 20 websites, but not likely.

    But I'm hoping this can be camouflaged by other links they previously had (they are aged domains with backlinks)

    Am I worried too much or should I not do it?
    If it is too risky I'm thinking of dividing into 2 pyramids.
    Meaning 2x(3or4 tier1 sites and 10 tier2s=web2.0)

    When I was using tools I only used 2-3, sometimes only 1 tier 1 for one pyramid.
    But I cannot do this without tools this time so I'm making 7 high quality ones.

    Any help would be appreciated.

    I'm actually working on this but in more extreme ways. I have 100 web 2.0's from the SAME web.20. I will be linking them all together in the next few days. All of them are pr3 + I will update on my situation when all is done and track serps.
