Like/Repin/Comment Pins that have X number of likes/repins

Is it better to Like/Repin/Comment Pins that have high or low number of likes/repins?

Try this. Whatever niche your in, do a kwd search. Look for pins with the most comments. And comment on them with a link to something you want to promote (direct url, pinterest board, etc.). Avoid looking like spam, so be careful with what you say. A lot of pinners are snippy and will flag you. Monitor if you get any traction. Then tell us your results.
