Let's JV on some education lead gen

I'm hoping to JV with several people to do some lead gen for educational offers (colleges).
I want to put about half of the resources/time into building a strong web portal for the niche, and split the rest up among other methods.

Edit: a bit about me - I'm a web dev by day so that's obviously my strong suit. I suck at SEO and the like - that's part of why I'm looking for a JV.

I'm working on creating relationships with networks right now as well.
