Say, an individual wants to produce watches that look exactly like Daniel Welington watches but with just a diferrent logo and name on the watch itself.

Would this be considered crime?
 
er yes, it's like building a porche, keeping it looking exactly but adding a different logo. If you get caught they'll sue you
 
If you're marketing them as 'Daniel Welington watches', that is a crime and you'll get banned wherever you're selling them.

Generally design ideas can not be protected unless you're leading the customer to believe they're buying the original product. But most look alike products add a very minor change so they can add plausible deniability.
 
Just refer to what apple did to samsung.
 
Doing exact look alike is not advisable but instead having the base design is okay for any product.
