Yes, but that would be considered fraud. He agreed to their terms of service and he set the Ad up. OP, although you may not have been aware of this, you did give them consent to run the Ad and they did exactly that. The money is rightfully owed to them, so I wouldn't file a dispute.

I think that you are very very very lucky if you will resolve this. Usually they are very good to keep money in their bakset

Just a heads up, if you dispute the charge with your credit card company, you can bet that you'll have issues ever advertising again. Be it IP, name, address, payment method, account structure... its crazy what Google does to match similar accounts back to each other.
