Kind of Lost about generating leads from lists I got

Hey guys!
I got tools that can scrape maps, websites, if available social links... that can get me some 'potential' clients, but I don't know how to cold outreach them the best yet low budget way.
Is it worth setting up mailwizz for cold emailing, are there better ways?

The best low-budget way is obviously doing personalized emails. Don't go for mass spam, go to each of their websites, look up news on them, or something relevant and then reach out to them.
