So I've been sending quite a lot of messages on kijiji for the past month and a half but I still can't figure why most of them doesn't even reach the seller. I'm doing the exact same thing everyday, sending about 400 messages spread on 9 different IP and from 9 different email address. Sometime most of them will go through and some other time none of them are reaching the seller although for the past days I can't get even a single message to pass through. At first I thought it was because some of the IP I was using were already banned from kijiji but I did further testing with virgin IP and it turns out that I still have the same problem.

Any help would be much appreciated if anyone know how their filtering system works or how I can get my messages to reach the seller.

Put yourself in the shoes of Kijiji. Would any regular person be sending 45 replies to ads per day? Probably not. You need to work on getting each email you send to look completely unique. Right now you look like a spammer. Get a lot more email accounts and proxies. Spin your emails. Spin your links - maybe don't have them hyperlinked at all.

Basically, Kijiji has created a spam filter to try and stop you from doing what you're doing. If you're doing the "exact same thing everyday" and it's not working, then the spam filter is winning. Keep trying new things. They have to block every single attempt you make - you just have to get through once successfully.
