Keyword research outside USA: What 'searchnumbers' to take as reference?

    From what i've learned so far, an ideal keyword gives >1000 phrase search results/month and less <10.000 competitors to be a good one. This seems to be for a keyword based for business in the US, UK, AUS and other big countries.

    Now, I want to do a more local campaign (Holland & Belgium)...
    If i check big keywords in dutch, the numbers are much lower of course because there're much less people.
    Can anyone tell me what numbers i should look for to be a good keyword?
    How can you know this?
