    I have a URL

    example.com/words.html

But it doesn't rank for "words" it ranks for "dogs"

Should I change my URL to

    example.com/dogs.html and 301 re-direct it.

Will that make me lose my lower first page rank, or will changing make it go to the upper first page rank. I really don't want to lose the traffic it generates, but if it generates more I would do it.

Why don't you try it and report back? Every time this can be a different results, but generally a 301 is okay.
