    I have 3 targeted keywords:

KW1: SEARCHING with quotes on google "KW1" : About 632,000 results ; BUT actual results are 467. Is this a low competitive keyword?

KW2: SEARCHING with quotes on google "KW2" : About 539,000 results ; BUT actual results are 539. Is this a low competitive keyword?

KW3: SEARCHING with quotes on google "KW3" : About 460,000 results ; BUT actual results are 534. Is this a low competitive keyword?

Really need an expert suggestion.

That's not the way to check the competition. You should take a look at the top 10 results for your keyword, no matter how many pages are competing.

In that list of 10 pages, you should analyze things like how many backlink each page has, if they are targeting the keyword in the page title, their pagerank, if there are many only domains ranking or they're inner pages, what type of site is ranking (Q&A sites, Web 2.0 and article directories ranking high is a good sign of weakness in the top 10)
