Like the title says. Keep adding fresh content to websites is good but do you have to update sitemap every time? And submit to webmaster tools new sitemap every time?

Do you use wordpress? If so, that isn't necessary just download a plugin that does it for you from wordpress.org I use xml sitemap generator.

and if you don't use WP I suggest you start ;)

Google downloads automatically my Sitemap every day or two days at the latest. So it is not obligatory to resubmit your sitemap to Google. They will download it anyway. For Bing, Yahoo and Yandex it is different though. I was shocked to see that Yandex have several months old version of my sitemap, but they may be fixed that. Don't know I am not much of a Yandex fan anyway.

Don't know much about Joomla...But I'm pretty sure they have extensions for that as well.

and Google doesn't auto download sitemaps all the time. It depends on how often you update your site/blog. if you have a new site then it will take some raising in the SERPS to get that treatment.
