Just change URL from penalized to new domain in PBN?

Guys, few weeks ago one of my niche sites got penalized. I decided to make a new one for exactly the same niche. Now I am wondering if I should delete the existing posts on my pbn pointing to the penalized domain and just make a new post with new article or if I should just change the URL from the penalized domain to the new one.

How would you guys handle that?

Do you have any ideas why your website was penalized? Was your PBN deindexed before that?

Someone did Neg. SEO. That must be the main reason. All my PBN sites are indexed.

Or, you can retain the URL and make significant update on the articles in terms of text, add additional unique images, or a video? Perhaps a tweak in the title might do, as well.
