I need to purchase a small amount of junk traffic from the US at a specific rate. Roughly 500 visitors per day. I've searched the forums and read a bunch of different stuff but I don't believe it suits my needs.

Is there a program or person that can provide this for me?

You could use websites that drive traffic to your website for a fee, for example bux.to was a very popular website which did just this.
