Studying programming would imo not be a good option, stick to wordpress, cheap and fast, which most people want. Internet is not as developed and the need for a advanced site is just not there. Since mostly everything is done via Facebook in our countries you should focus on offering facebook ads services, this will give them quick results. I think the deal you made is great, maybe try doing 3 options. I always feel the deal you present really makes a difference in sales.
I would highly recommend you offer some of your services via FB ads. I had amazing results with super cheap ads, for farmer market type products, we made tons of money in a couple of months for a couple of euro daily for ads. Just an idea
Also if you need some cashflow you can try upwork for getting foreign clients. I had good results with this and it will keep you motivated. Our prices are super cheap for tier 1 countries and mainly your competition will be Asia, so you have pretty good chances landing projects. At least in my experience.

Oh yeah, everything is so hard to find online in these countries, maybe not a lot of people searching but make sure you are on google maps with your phone number and can be found by locals. I always find this to be a missed opportunity for a lot of businesses around here.

You should definitely try fb advertising too, it can be dirt cheap (couple of eur daily) and with a little luck you will get results. Also posting on FB marketplaces groups gave me good results. The buy/sell fb groups in your city or region. Most of them will let you post for free. FB is king in eastern Europe.

I'm from Central Europe and a lot of people expect prices in 100-200 *my country's currency here* range. I just tell them to fuck off and take people in 500-1500 range when I happen to come by these. Had real problems with breaking out of 1500 trap and just can't get anyone to pay 2000 or more.
Honestly some bitch wanted Instagram ads for 100, I told her no way and sold her an marketing audit for 500 (no campaign at all) that was a pdf of me complaining how shitty her business is (because it is).
