Jarvee recommended setting for followers/following ratio

I want to avoid profile with followers = 20 and following = 700.
But I don't want to avoid users with followers = 200 and following = 150.

any suggestions ?

Greater than 0.2
Smaller than 2.5

Will those setting fail on normal case ?

ANYONE ? NO ONE USE IT ?
