SEO is a universal language. The only thing not universal is the tools. You may want to research and find out which tools offer unicode support (which you'll need). You'll need to research Japanese web2.0 sites and Japanese blog platforms, there's a ton of options there.

Like said above, there are tons of resources (Web 2.0 included but not only) that exist for Japanese SEO. If you can't speak the language yourself, you should hire a consultant who has knowledge of the market and can produce quality contents.

Almost all web 2.0 can use foreign language including Japanese, Korean, Cyrillic, etc. Only a few such as zoomshare and blinkweb are roman/latin alphabet only.
