It's allowed to self promote and spam in the Business Forum???

The title says it all, I have been reading through the many many request of merchant accounts in this forum http://www.blackhatworld.com/blackhat-seo/f96-business-tax-advice/ once someone ask the spammers are popping up. I tried to report a few of them but never see any MOD take action nor something to happen!

Is this allowed? I though it wasn't allowed on BHW with self promo but maybe I'm wrong.
