Issue my site dropped visits after spam blacklist how to rank it up

I used to have a real good engagement and traffic on my site, but back in march competitors in a bad intention, mass reported my site as a spam site to major companies and virustotal flagged my site like in 12 companies. i was able to whitelist it off several companies theres still like 5, but the traffic dropped huge, and theres no same interaction i used to have, mostly from my most reliable engine which was bing. ive tried changing content, using GSA running since days creating backlinks, create manual quora, medium, google sites, blog, and still its not getting the traffic i expect or at least interaction. what sites can i use to scan my site again to see if there is any other impediment or companies which ae blocking it, i dont know what else to do and this is real crazy for me.
BING has no issues with the domain all is checked
good to mention google transparency flagged once due to that but months ago and i fixed it up, but its not related to the drop it had on bing. what recommendations can you give me to make this be fire again

Check the site on security scanners like VirusTotal and Google Safe Browsing to make sure there are no remaining flags

Also check Bing Webmaster Tools for any security issues, crawl errors, or indexing problems

If everything is clean, focus on rebuilding trust with quality content and relevant backlinks instead of only creating more links
 
Have you checked if Bing is still having any issues with your domain? I’d fix those first before building more links, as recovery can take some time.
 
If the drop started right after the blacklist issue I wouldn't expect GSA or more backlinks to fix it. I would first figure out whether Bing still distrusts the domain. Once that trust issue is resolved then I will look at rebuilding authority with a small number of relevant high quality links instead of adding more volume.
