I saw some YouTube accounts sharing their skills of playing computer games.

Channel creator was showing them how he can drive car, truck in GTA IV. Most of their accounts were AdSense enabled. I know that they create videos and they have full rights on them.

But aren't they violating rights of GTA IV? Can anyone record playing games from their computer and upload them on YouTube?

This is not against terms of service. It's pretty much free advertising for these games. There are VC-Backed sites (like TwitchTV) made specifically for the purpose of uploading in-game footage!

Are you sure that uploading games that we play on computer doesn't violate Game Creators nor YouTube?

    Can they be monetized?

You can not monetize gameplay with your Adsense, it's against their TOS.

In order to monetize gameplay, you have to be part of a network, like Machinima, Maker Studios, etc. Networks have a special arrangement with game makers, they have to share some of the revenue.

Your best bet, is to upload gameplay and don't link your adsense to it. Once you have established a following and enough views, they will contact you.
